Understanding drinking water standards

UK drinking water meets some of the strictest standards in the world. Three regulatory bodies set the limits — and they don't always agree. Differences come down to how each weighs scientific evidence against precautionary principles.

United Kingdom

Drinking Water Inspectorate (DWI)

The independent regulator for drinking water quality in England and Wales. Sets legally binding standards under the Water Supply (Water Quality) Regulations. Conducts inspections and can prosecute water companies for non-compliance.

International

World Health Organization (WHO)

Publishes guideline values based on extensive scientific risk assessment. These are not legally binding but inform national standards worldwide. WHO guidelines tend to represent the point where lifetime health risk becomes meaningful.

European Union

EU Drinking Water Directive

The 2020 recast directive sets standards across all EU member states. Though the UK has left the EU, many UK standards still align with EU values and the DWI continues to monitor EU regulatory developments.
